Business Leader Juan C. Luengo Announces Candidacy for Kansas State Treasurer

Overland Park, Kan. — Juan C. Luengo, CEO of Engage Insurance Group and a longtime Kansas business leader, today announced his candidacy for Kansas State Treasurer in the November 2026 election, running on a platform of disciplined fiscal stewardship he calls “Forward Thinking Leadership.”

A risk-management executive who has spent his career protecting other people’s money, Juan Luengo says the real question in this race isn’t his resume, it is what the Treasury can do for Kansas with the authority it already holds. His campaign rests on five pillars, each grounded in the office’s existing statutory power:

• Education: Expand Kansas's 529 plan to cover the trades and apprenticeships, not just four-year college, and reach families in every zip code.
• Main Street Capital: Use the Treasurer's linked-deposit programs to move state deposits through Kansas banks and credit unions, lowering borrowing costs for small businesses, farmers, and the trades.
• A Kansas Economic Council: Convene nonpartisan economists to advise on how public dollars are invested, with plain-language reports so Kansans can see what their money is doing.
• Property Tax Relief: Step up the return of unclaimed property to its rightful owners and advocate for property-tax relief for seniors and working families.
• A Treasury that Works for Hardworking Families: The state treasurer's office staff will deliver world-class customer service, equipped with technology that makes the customer experience fast, simple, and accessible to every Kansan.
